Maybe go 50-50 with the pm and the share the cost and blame. You agree to half a week if he covers the other half. Pm to my understanding are meant to check that everything is working and in order. How else can they supply a condition report. You should have followed up further with the gas company or even asked the pm if the gas was connected etc. Basically a failure of communication between the two of you. Don't let one little hiccup stress you out. If you do feel the need to make waves then do it with the understanding of possibly losing both pm and tenant.

Sounds like a mess from start to finish.
1. PM should never give keys without bond and 1st payment of rent.
2. If gas meter is LL fault your lucky to only have to pay one week compensation.
3. If no gas meter PM should notice this when completing condition report.
4. If tenants problem ie. They didn't have their connections done I would be having serious words with the PM about his/her ability to manage your property.
