Spa's in IP

I have now filled the spa in the playground chip, looks like an interesting feature!

What does this mean?

I lined the spa with plastic. Then dumped playground chip (bark chip) into the spa. Planning SA said I could do this instead of permanently covering the spa with a wooden cover. The end result looks neat.

I hope it has drainage in the bottom. Otherwise when it rains you're going to end up with a fermenting mix in the thing.

got a couple of layers as plastic.. so even if water does get in, I only need to remove a foot deep of playground chip to remove.

what stuipd laws though.. even if i rent the house out without the spa in the lease I am still required to fence or cover it permantly just incase some decides to fill it up and drown.

And if someone decides to shovel out the bark chips?

Still think something solid screwed to the top is a bit more of a hint to tenants not to use it.
