Can we as purchasers delay settlement?

Hi, We have purchased a house in Victoria and included in the Section 32 was a Notice to Fence from the adjoining neighbour and quotes. We were informed that this was going to be paid for by the Vendor and received that in writing. We are a week out from settlement and the fence has just been completed (only half of the length of adjoing neighbours fence, which we were aware of) and it has gone on backwards, i.e. one part of fence has railings one side and other half of fence has on the other side. We have asked them to fix as it looks ridiculous and have been told no. What are our options here?
 
Why not just advise that you will settle less the cost of rectifying the fence? Whatever you do don't give them all the money, settle and then expect to resolve it later...
