Changeover old gas ducted heating

I just bought my first ever IP! The building inspector advised me today that there are excessive carbon build up at the gas ducted heater unit, and that it is highly dangerous. The house itself is 30 years old, and from the looks of the heating unit (Vulcan), I can guess it might be around that age.

I am thinking of doing a changeover to a new high efficiency gas ducted heating system (Brivis, Braemar, etc). Being in Victoria, I heard there is the Energy Saving Incentive rebate.

Any thoughts/opinions on what brand/model to go for? Forget star ratings, I like the cheapest the better, being a rental property.
