Dirt - I need some - Legalities?

My builder has just finished up putting a retaining wall in my back yard and i need to fill it with dirt to level off the land.

Can i just get dirt from say a mate who's excavating their site, hence saving money on him dump and me buying?

Builder mentioned something about needing to use clean soil and EPA approved or something otherwise fines apply??... anyone heard of this?

All i need is some dirt to fill up a hole after which I will lay top soil on it and lay grass.
 
Technically yes BUT legally the soil needs to be certified soil and check your council rules because you cannot raise the floor beyond a certain height.
 
From a strucutral point of view the retaining wall will be fine as long as you use a free draining soil/sand..... pretty much anything would be fine just not clay!
 
I've just had 200 tonnes of dirt removed from my property- I've had to pay dumping fees. You should have stopped by my place on Friday.
