Do we need a solicitor to write the by-law?

RE: getting a bylaw written

We live in a block of 4 villas, and are planning to put a window in a wall (to make a study). The wall is currently common property - once the window is in, it will be our property. We have been advised that we need to have a by-law created that transfers responsibility for that piece of wall from the owners corp, to us.

We have been given a bylaw that another family used wehn they did a similar thing, and one strata manager advised us just to use that but modify it for our situation.

Another strata manager has said we have to go to a solicitor to get a by-law written (about $500) that if we use another one we can get into legal trouble.

Any comments on what is and isn't permissable? Are there rules that stipulate that we must have a bylaw drafted by a solicitor? Or is it a standard piece of legislation that all that matters is the other owners agree to the change (which they have)? I know $500 isn't alot in the grand scheme of things, and we want to do it all 'by the book', yet by the same token, if it's not necessary then we'd prefer to save the money.

ASAIK you don't need a solicitor to write it up, but it would be wise to have it done that way.

Once it's approved by the owners corp, it must be registered with the Land Titles Office, or whatever it's called these days, in order to come into effect.
