Info on private certifier to approve development

Hi as Ive posted elsewhere in this forum in looking at building a duplex in merrylands

Council requirements are quiet strict and I am exceeding minimum frontage (which council should be ok with if all the other controls are met)

my floor space ratio also limits the size of my building which i am also trying to exceed a little (if possible)

just wondering the process of going through a private certifier instead of council?
if its possible to go through one for a duplex?
would this affect subdivision?

where i could find more information? i did have a look at the nsw housing code site but could not find any information about dual occupancy or duplexs

No. You can't go through a private certifier for a duplex under the General Housing Code. It has to go through Council under the DA process.
