Development contributions plan overlay????

Briefly, i have found a property which i am interested in purchasing so long as it has the potential for subdivision.
The property is located in Reservoir, Melbourne and is under the Derebin council.

The property falls under the zone of GRZ2 which i believe is quite good for developing and subdividing

It also has an overlay 'DEVELOPMENT CONTRIBUTIONS PLAN OVERLAY' (DCPO1)

Can someone please explain to me what this overlay entitles?
 
A DCPO is an overlay that requires a contribution towards infrastructure things eg roads, drainage, community services etc. The need to contribute is triggered by developing. There is usually a plan that has already been approved for the area that specifies what actions trigger and what the costs are (unless this is a new area that has yet to be planned). Best bet is to ring up the Council and ask what it means for the site you are looking at.

Also the GRZ2 means that there is a schedule 2 to the zone so ask about that at the same time as there might be variations in the schedule which impact on developing (e.g. increased private open space, increased setbacks etc.)
