Re-zone / Dwelling Entitlement???

Hoping for some advice for an IP as the local council (surprise surprise) is not helping...The IP is 3 lots, vacant land, semi cleared on 25acres, NSW south coast.
Zoning is R1a and about to change to E3 (enviro mgment).
Only 1 dwelling entitlement on middle block.
Across the road are small blocks on a community title (done some 20yrs ago)

All i want to do is sell.

If i sell as is looking at $400k. If i can sell with dwelling entitlements on each lot then im looking at 900k total... big difference. Council says because of the zoning I can't. But there must be a way, im thinking re-zoning...?
Any advice on how to re-zone or any other ideas will be much appreciated.
