Heat lamps in Tasmanian rentals.

My agent in Hobart has advised me landlords are responsible for replacing heat lamps as they are considered heating appliances. She had a bond dispute because a tenant didn't replace them. The judge went in favour of the tenant saying it's the responsibility of the owner.
I am confused.

What are you confused about?

And do you mean heat lamps like in a Tastic-type thing?
 
Yes, IXL tastic or similar in bathrooms.

I would have thought the tenant would be responsible for replacing the bulbs when they blow.

Perfectly correct. .......With a list of exceptions as long as your leg. Standard lights only. No compact fluoros, circular fluoros, halogens, overly high ceilings (> 8') etc.
