As the system administrator, I have full access to the data in the database. It is technically possible for me to read PMs (in exactly the same way that it is technically possible for your ISP to read your emails).
However, there is no user interface as part of the forum which allows me to easily browse PMs - I'd have to log directly into the database to do it, which can be a bit of a PITA.
Seriously, I have two young kids and I run my own business - I have neither the time, nor the incliniation to browse PMs. A quick glance at the database tells me there are over 150,000 of them that have been sent
So no, PMs are not read - they could be if it were necessary, but they aren't.
